大學管治委員會選舉:公眾諮詢論及學生參與度、委員會效率 約三分一參選人缺席

【學苑新聞】大學管治委員會選舉公眾諮詢今(11 月 3 日)12 時 45 分於中山廣場舉行,由學生發展及資源中心(CEDARS)舉辦。35 名參選人中,僅 25 名出席;10 名缺席者中,3 名為自動當選者,出席情況見評論區名單。公眾諮詢分為上下兩節,第一節為自我介紹,長約一小時,參選人以委員會為單位分成 7 組,以分組形式上台。第二節為提問環節,長約半小時。

首先有前歧視投訴委員會學生代表提問,指該委員會作為裁決委員會,參選人會秉持甚麼原則。本科生參選人梁鴻寬(LEUNG Hung Fun)指,其將考慮全部情況,遵循正當程序且公正地處理投訴,確保案件獲公平處理,不偏袒任何一方。研究生參選人王君如(WONG Kwan Yu)亦指,需要列出雙方意見,以作公平判決。學生事務委員會研究生參選人陳揚帆(CHEN Yangfan)則提出,作為一個團隊,可以一起討論,讓一切都更公平。

CEDARS 職員指出,今年宿舍迎新活動收集了 230 份意見調查,當中 80 份來自參與迎新活動的學生,問宿舍委員會參選人認為 CEDARS 應否強制參與活動的學生提交問卷;宿生會可如何提高問卷回應率。本科生參選人黃逸朗(WONG Yat Long)同意回應率不理想,於活動尾聲強制提交問卷是好辦法,有助宿生會改善未來活動。另一參選人張思越(CHEUNG Shannen)認為意見調查應重質不重量,即使所有人都提交問卷,也不能確保回應屬實;來自學生代表的回應更具代表性,可反映不同持分者意見,應更加以重視,並與他們進行深入的溝通。張又指,應舉行更多迎新活動以測試新措施是否有效。學生事務委員會參選人陳卓延(CHAN Cheuk Yin)及玉素甫(Yusuf KARIMLI)皆反對,陳認為 CEDARS 應改善問卷質量,更持平地描述迎新活動;玉則認為可讓學生於迎新活動間隙填寫問卷,並將問卷調查與活動趣味結合。

玉素甫續向就業輔導委員會參選人提出問題,現時已有如「HKU Co-op」等不同校園招聘活動,如何繼續增加港大的實習機會?又問是否更需讓學生知道有招聘活動,而非增加機會?本科生參選人李日君(LEE Yat Kwan Hillary)指,「HKU Co-op」非關注焦點,「HKU NETjobs」網站現只刊登關於人工智能及 STEM 學科的工作機會,應增加人文學科,如法律、社科的就業機會。

現學生事務委員會學生代表引述參選人政綱指,大學政策無法滿足學生需求,詢問學生事務委員會參選人具體政策例子及其會採取的行動。本科生參選人梁鴻寬指,校園擁擠、餐飲服務、宿舍生活及心理健康等學生需求皆未能滿足。若當選,其會協調所有附屬委員會,收集並表達學生聲音,期望大學加以採納,以改善校園政策。另一參選人玉素甫則指,新生現時缺乏對學業指導、課程選擇乃至認識香港的「指南」(road map)。每個委員會都應提出一個「指南」,由學生事務委員會整合,以應對大部分學生的需要。陳卓延則認為,現時的大學事務及活動太花俏(fancy),對學生而言太過遙遠。其若當選,會協調所有附屬委員會,提出更務實的政策,例如意見調查。Parampara MAMGAIN 則指,問題不是大學欠缺機會,而是機會無法觸及學生。例如學生收到過量電郵,無法遂一查看,許多活動因而無法觸及學生。其建議㝷求更有效率的方法使學生得知活動。梁鴻寬同意並指,大學無法聽見學生聲音。梁希望加強宣傳力度,以激發學生興趣,促使他們表達訴求。玉素甫回應 MAMGAIN,指學生可以選擇不接收部分電郵,但他們往往不知道,因此更需設立「指南」。玉又提出,可讓教師及學系辦公室於課堂中鼓勵學生參與活動,更有影響力。

現校園生活委員會學生代表問該委員會參選人有否增加,而非改進,校園設施的打算?本科生參選人雷鈞傑(LUI Kwan Kit Martin)提議增加飲水機,並指現時雖提供不同類型的飲水機,但部分飲水機損壞,且指向飲水機的路標不明顯,有待改善。另一參選人俞柏軒(YU Pak Hin)補充,會與大學溝通,增加供應熱水的飲水機。俞又指,現時來往本部與沙宣道校園的接駁巴士供應有限,認為應增強巴士服務,改善港鐵站及本部校園人流問題。顧湜森(GU Chik Sum Jayden)認為,此問題不僅關乎學生代表的意見,更關乎學生想法,歡迎大家多向其或當選人反映意見。

現學生事務委員會本科生代表引述參選人發言指,該委員會職責為協調各附屬委員會運作,惟去年數個委員會沒有舉行任何會議,並問參選人就此有否評論。本科生參選人玉素甫表示自己是新生,不清楚過去情況,但未來會向 CEDARS 取得所有指引、政策與相關資料,若發現委員會不運作會主動求變,不會置之不理,確保今年不重蹈覆轍。Parampara MAMGAIN 同樣表示自己是新生,不清楚過去情況,又提議向前委員會成員了解未能協調的原因,並承諾今年會跟進並處理。陳卓延指出大學管治效率明顯存在問題,作為學生代表,有責任積極找出可能影響港大學生的問題。若當選,其將不只協調各附屬委員會,還會聯絡所有學生代表,聆聽學生意見並反映校內不同議,強調學生代表須理解自身責任並推動校園改變。梁鴻寬認為部分委員會未召開會議不理想,但學生代表與學生溝通比參與會議更重要;學生事務委員會或會行使權力,向不作為的附屬委員會問責,確保其回到正軌;又會協助各附屬委員會收集學生意見、處理跨部門議題。玉素甫補充,問題在於 CEDARS 及學生事務委員會未能協調學生。擔任學生代表的一大困難在於因時間衝突而無法參與。管理層此時應告訴學生「可以說不,可以選擇退出」。若你不能百分百投入,便可退出。

就業輔導委員會及歧視投訴委員會本科生參選人李日君向本報確認,其將延遲畢業;學生輔導委員會及平等機會委員會本科生參選人高嘉禧亦指其預計畢業年份為 2027 年,二人皆可完成委員會任期。

The public consultation for the University Committees Election was held today (November 3) at 12:45 pm at Sun Yat-sen Place, organised by the Centre of Development and Resources for Students (CEDARS). Of the 35 candidates, only 25 attended; among the 10 absentees, 3 were elected unopposed. The attendance list can be found in the comments section. The consultation consisted of two parts: the first was a one-hour self-introduction session, with candidates distributed into seven groups by committee to go on stage; the second was a Q&A session that lasted for around half an hour.

The first question came from a former student representative of the Discrimination Complaints Committee, asking what principles would candidates uphold in this adjudicating committee. Undergraduate candidate LEUNG Hung Fun stated that he would consider all circumstances, follow due process, and ensure the whole case is fairly dealt with without bias. Postgraduate candidate WONG Kwan Yu added that both sides’ opinions must be listed out to ensure fair judgment. Postgraduate candidate for Committee on Student Affairs CHEN Yangfan suggested as a team, they could discuss together to make sure everything is fairer.

A CEDARS staff member then raised an issue regarding 230 feedback surveys collected from hall orientation activities, of which 80 came from student participants. He asked whether candidates for the Committee on Halls believed CEDARS should make surveys compulsory for participants, and how the hall students’ association could improve response rates. Undergraduate candidate WONG Yat Long agreed that the response rate was unsatisfactory and suggested mandating survey submission at the end of the activity to help hall students’ association improve future events. Another candidate, CHEUNG Shannen, argued that survey quality matters over quantity; even if everyone submits a form, responses may not be authentic. She said the university should weigh more on student representatives’ response and conduct in-depth communication with them because they better reflect opinions from different groups. She added that orientation events can be held more often to test whether the improvement works. Candidate for Committee of Student Affairs CHAN Cheuk Yin and Yusuf KARIMLI both disagreed with compulsory survey: CHAN believed CEDARS should improve survey quality and remain impartial and unbiased on hall orientation activities; KARIMLI suggested letting students fill out surveys during activity breaks and incorporating surveys content into orientation activities.

KARIMLI continued by asking Careers and Placement Committee candidates how they would further increase internship opportunities at HKU, given programmes like “HKU Co-op” already exist. He also asked whether there is a need to increase the number of companies, rather than letting students know the existence of these programmes. Undergraduate candidate LEE Yat Kwan Hillary responded that “HKU Co-op” was not the main issue; the “HKU NETjobs” website currently lists mainly AI and STEM-related jobs, and the committee should increase career opportunities in humanities fields such as law and social sciences.

A current Committee of Student Affairs representative then quoted candidates’ manifestos stating that university policies fail to meet student needs, then asked for examples and proposed actions. Undergraduate candidate LEUNG Hung Fun noted that student needs, such as campus crowding, catering services, hall life, and mental health, are not being met. If elected, he would coordinate all subsidiary committees to collect and amplify students’ voices, hoping the university would adopt feasible suggestions. Another candidate, KARIMLI, argued that new students lack a road map for freshman on academic advising, course selection, and understanding Hong Kong in general. Each committee should propose a road map, to be merged by the Committee of Student Affairs to address most students’ needs. CHAN Cheuk Yin said that university affairs and activities are currently “too fancy” and far away from students. If elected, he would coordinate sub-committees to propose more practical policies, such as collecting student voices through surveys. Candidate Parampara MAMGAIN countered that the issue is not a lack of opportunities but that opportunities fail to reach students. For example, students receive too many emails and do not have time to read them, causing many activities to go unnoticed. She suggested seeking more efficient ways to publicize events. Leung agreed, saying the university cannot hear students’ voices. He hoped to strengthen publicity to raise student interest and encourage participation. KARIMLI responded that students can choose not to receive some emails, but many didn’t know about this, another reason to set up road maps. He added that teachers could encourage participation during class, which would have greater influence and can reach more students at one time.

A current Committee on Campus Life representative asked the candidates whether they planned to add on, not merely improve, campus facilities. Undergraduate candidate LUI Kwan Kit Martin proposed adding more water machines. Although different types of water machines are available, some are broken and the signage leading to them is unclear and needs renewal. Another candidate, YU Pak Hin, said he would communicate with the university about adding water machines that provide hot water. He also pointed out that shuttle bus services between Main Campus and Sassoon Road campus are limited and inconvenient. He suggested enhancing these services to ease congestion in the MTR station and main campus. GU Chik Sum Jayden added instead of asking representatives’ opinions, students’ views matter more, and he welcomed feedback from all students. 

A current undergraduate representative of the Committee of Student Affairs cited candidates’ statement that the committee’s responsibility is to coordinate its subsidiary committees. However, several committees did not hold any meetings last year. She asked candidates for comments about this. Undergraduate candidate KARIMLI said he is a freshman and unfamiliar with past situations, but he would obtain all instructions, policies, and database from CEDARS, and would take the matter seriously if any committee is inactive, ensuring what happened last year will not happen this year. Parampara MAMGAIN, also a freshman, said she likewise did not know past situations. She promised to ask previous committee members on why coordination failed and address the issue. CHAN Cheuk Yin stated it is clear that the management efficiency of the school has some problems. A student representative is responsible for actively finding out the issues that affect HKU students. If elected, he would not only coordinate committees but also all other student representatives to hear the voices of students. He stressed that representatives must understand their responsibilities and make changes on campus. LEUNG Hung Fun said that while it is not ideal that some committees are not holding meetings, communication with students outside meetings is more important than merely attending meetings. The Committee of Student Affairs may exercise its power to make non-performing committees accountable, to make sure they are on the right track. He also said he would help sub-committees to collect student opinions and facilitate communication on intra-related issues. KARIMLI added that the problem is the Committee of Student Affairs could not coordinate students. He argued the administration should not tell students to do this or that, but to tell them “it’s okay to say no, it’s okay to withdraw” Even if elected, if students find their schedule bumps, they may choose not to attend.
